Etsian Plebeian Parliament

Because businessmen rise from the lower class and must be occasionally refurnished, a marginal middle class is encouraged and nurtured by elected representation. While the Aristocratic Parliament makes the rules and appoints the Regents, the Plebian Parliament far exceeds them in pageantry and display. To some degree the Plebian Parliament has influence over the merchant class, but the Aristocratic Parliament has ultimate veto over all governmental issues. To ensure this state of affairs continues, that veto is used judiciously.
